The harshness of the crackdown by the AFL has shocked clubs, with the announcement that the emergency umpire would have the power to now enforce an immediate free kick and 50m penalty for poor bench moving.
If the team caught breaching the rule is in possession in attack, the umpire will halt play, return the ball to the centre and then step out the 50 m penalty in favour of the opposition. This is basically guaranteeing the opposition side a free goal.
The AFL Teams have been given round 9 to practice the rule which involves a player not being able to enter the field of play until the AFL assigned interchange steward for the club during that match has been handed a note with the details of the change.
